Earlier this year AIG announced a major restructuring plan which included the decision to discontinue offering their Pollution Legal Liability (PLL) program in U.S. and Canada. AIG has committed to honor and service in force PLL policies until expiration, but new and renewal policies will not be offered. AIG has dominated this space for the past 20 years writing complex policies for a wide range of industries and real estate transactions. It is reported that this decision will result in approximately $200 million in premiums not being renewed by AIG in 2016. Notwithstanding a strong marketplace with numerous carriers offering Site Pollution Liability policies, what does this mean for getting brownfield deals done?

Scott Houldin, Founder and President of Twin Elms Environmental Brokerage, has over 30 years of experience in the property, casualty and pollution insurance brokerage business.
In 1995, Scott founded Twin Elms Environmental Brokerage, a firm dedicated to assisting clients, attorneys and insurance agents with the negotiation and placement of environmental insurance policies. Three decades of experience provides the Twin Elms team with a unique ability to provide the most extensive coverage available in the market at competitive premiums from quality carriers.
Scott has written policies for a variety of complex real estate transactions, remediation projects, Brownfields redevelopments and M&A deals. He is intimately familiar with all aspects of commercial real estate transaction enabling clients to utilize environmental insurance in the most effective manner.
Scott has authored many articles for various real estate and insurance trade publications and conducted numerous seminars on utilizing and structuring environmental insurance.
For 12 years Scott served as the Vice President of a regional independent insurance agency responsible for the commercial lines division. His work experience includes risk management, underwriting and claims administration.

Karl Touet, Principal of Twin Elms Environmental Insurance Agency, has 28 years of extensive environmental experience. His areas of expertise include environmental liability insurance, environmental due diligence, development of remedial cost estimates, environmental risk liability transfer in connection with brownfield real estate transactions and the procurement of environmental liability insurance associated with real estate investments and development.
For nine of those years, Karl was a Vice President in the Environmental Division at AIG where his responsibilities included senior management, underwriting, client development and marketing throughout the US and Canada. During his tenure with AIG, Karl served as a senior underwriter, regional manager and zonal manager.
Prior to AIG, Karl spent 18 years in environmental consulting with a focus in chemistry, risk assessment, investigation and remediation at national environmental consulting and brownfield redevelopment firms.
Karl received his Bachelor’s of Science in Biology/Chemistry from Northeastern University. He is a member of the Licensed Site Professionals Association and the Appalachian Mountain Club.
