FY18 #Brownfield Guidelines for Assessment, Cleanup and RLF are Out


The FY18 Guidelines for the Brownfields Assessment, Cleanup and Revolving Loan Fund Grants are now available on the Office of Land and Emergency Management Grants and Funding webpage. The proposal submission deadline is November 16, 2017.




New this year - - Cleanup grant applicants can apply for multiple brownfields sites within each proposal (a proposal is still limited to a total of $200K). Alternatively, if an applicant has multiple sites and needs $200K for each site,  up to three cleanup proposals can be submitted by one applicant.  A national webinar to assist those interested in applying will be on a date to be determined later this month or October. 

Those of you interested in the Environmental Workforce Development and Job Training grants will be interested to know that the FY18 EWDJT Guidelines are expected to be released in in mid-October.

Registration is now open for the Southeast Brownfields Workshop which EPA is hosting in partnership with the Georgia Brownfields Association.  It is being held at the Georgia Tech Research Institute Conference Center, 250 14th St NW, Atlanta, Georgia from Nov 7th at noon to Nov 9th at noon. Development on Communities and Families in the Delta

National demand for affordable rental housing is increasing, while the rate of building these units is declining. The 2017 annual report from The Joint Center for Housing Studies of Harvard University, The State of the Nation's Housing, found that the demand for affordable rental housing far outpaces supply. In 2015, more than 11 million renter households were severely cost burdened (i.e., spending more than 50 percent of their income for housing).

The Low Income Housing Tax Credit (LIHTC) program was added to the Internal Revenue Code in 1986 to provide an incentive to the private sector to create and maintain affordable housing. Since its inception, LIHTC has been, to some, synonymous with low-quality housing in southern states. When used as urban renewal capital, however, LIHTC can transform blighted or disinvested neighborhoods into thriving, strong communities.

Don't miss our next Delta Communities convening on September 21. We will explore how affordable housing development can break the cycle of poverty, catalyze change and generate economic development for communities and families in the Delta. Speakers will include: 

  • Clarence Chapman, CEO of Chartre Consulting Ltd., who will explain how—as a private developer—his company produces high-quality housing available exclusively for lower-income residents;
  • Billy Nowell, mayor of Cleveland, Miss., who will share the positive impact that affordable housing built by Chartre Consulting has had on a blighted neighborhood and its residents; and
  • Jere ("Trey") Hess, director of brownfields and economic development at PPM Consultants, who will discuss how one city's liability (an old hospital) will be transformed into an asset: an affordable housing development. 

There also will be two panels comprised of representatives from lenders who offer financing for single- and multifamily housing.

Participation in this session is free; however, registration is required by Monday, September 18, as space is limited. Lunch will be provided.
