Economic Impacts of Superfund Reuse - August 22, 2012, 2:00PM-4:00PM
EDT(18:00-20:00 GMT). Superfund site cleanup and reuse has resulted in
restored value to site properties and new economic opportunities for surrounding
communities. Communities reuse Superfund sites in many ways new parks,
shopping centers, athletic fields, wildlife sanctuaries, manufacturing
facilities, residences, new roads and infrastructure centers are just a few
examples. Once a site property is ready for reuse, it can revitalize a local
economy with jobs, new businesses, tax revenues and local spending. EPA
looks at many types of economic impacts of reuse at Superfund sites, including:
number of on-site jobs, annual employment income from on-site jobs, on-site
property value information, local property tax revenues, and other economic
impacts that are unique to specific sites. This webinar will share the
stories of how Superfund Redevelopment is spurring economic growth in three

Brownfields: Myth vs. Fact

MYTH - Brownfields are all large, former industrial or manufacturing sites.
FACT - While some brownfields are large former industrial sites, the majority of the estimated 500,000 to 1 million brownfields in the United States are small properties like dry cleaners,vacant lots, or gas stations.

MYTH - A site must actually be contaminated to be considered a brownfield.
FACT - The perception that a property may be contaminated can be just as great a barrier to redevelopment as actual contamination. Therefore, sites where contamination is merely perceived, and site conditions are unknown, are still considered brownfields. One third of the brownfield sites that have been assessed with EPA brownfields funding have turned out to be free from significant contamination.

FACT - Under the statutory definition, brownfields do not include Superfund sites on the National Priorities List (NPL). A small number of Superfund sites, approximately 1,200, have been designated NPL sites and are managed under a more elaborate process than most brownfield sites.

FACT - Contaminated properties affect nearly every town, large and small. Small and rural communities are impacted not only by former industrial sites, but by closed gas stations, dry cleaners, old dumps, contaminated rail yards, mine-scarred lands, agricultural wastes such as pesticides, and many other challenges. Many EPA brownfield grants have been awarded to communities with less than 25,000 people.

FACT - While brownfields by definition involve real or perceived environmental contamination, the solutions to brownfields problems almost always involve much broader issues including economic reuse, neighborhood improvement, infrastructure and transportation capacity, job creation, tax incentives, crime prevention, and many other approaches. Successful brownfield reuse generally occurs when economic and community development issues are addressed along with contamination concerns. The multidisciplinary nature of brownfields is one reason that more than 20 federal agencies, and a broad range of state, local, private and nonprofit entities, are now involved in brownfields revitalization.

EPA Agreement Reached to Address Contamination at CTS Site in Asheville, NC

(ATLANTA – January 26, 2012) The U.S. Environmental Protection Agency (EPA) and CTS Corporation have reached an agreement, an Administrative Order and Settlement Agreement on Consent (AOC), to conduct a Remedial Investigation and Feasibility Study (RI/FS) at the CTS of Asheville, Inc. Site in Asheville, NC.
The RI serves as the mechanism for collecting data to characterize site conditions, determine the nature and extent of contamination, assess risks to human health and the environment, and conduct treatability testing to determine the nature and potential performance and cost of treatment technologies. The FS is the mechanism for the development, screening and detailed evaluation of alternative remedial actions.
According to the terms of the AOC, CTS Corporation will:
CTS Corporation has informed EPA of their desire to offer whole house water filtration systems for homes within a one mile radius of the Site that rely on wells as their drinking water source. This is an interim measure until the RI/FS process selects the final remedy. All costs of installation and maintenance of the filtration systems will be borne by CTS. The filter media will remove any contaminants that may be in the ground water. EPA will initiate an immediate effort to inform the community, and solicit comments from the community, about this interim measure.
All work associated with the AOC will be under the authority and oversight of EPA’s Superfund Remedial and Site Evaluation Branch.
The CTS of Asheville, Inc. site is located in south Asheville, near the Skyland Community. Operations occurred at the CTS site from the early 1950’s until 1986. CTS Corporation manufactured electronic components at the facility from 1959 to 1985. The chemical compound trichloroethene (TCE) was used by CTS to clean and/or degrease metal objects prior to electroplating. In 1987, the original 57-acre property was sold to Mills Gap Road Associates (MGRA) who developed a residential neighborhood on approximately 48 acres, leaving a fenced 9-acre site where the manufacturing had occurred.

Non-Aqueous Phase Liquid (NAPL)Work Plan and Health and Safety Plan
within two weeks. The NAPL Work Plan will be implemented concurrently
with the January 13, 2012 Soil Vapor Extraction Confirmation Sampling
and Analysis Plan, Revision 7 (“CSAP”).
· Submit a Work Plan related to monitoring of private drinking water wells that are located within a one mile radius of the former plant at the Site.
· Submit a Vapor Intrusion Assessment Work Plan.
· Submit a RI/FS Work Plan and a RI Sampling and Analysis Plan to address all other known or suspected exposure pathways.

FREE Webinar: Aligning Remedies with Reuse: From Superfund Sites to Soccer Fields
While this Free Webinar uses "Superfund Sites" as its centerpiece, the same concepts can be used for brownfieds as well. With green space lands at a
premium and communities looking for options to meet their recreational
needs, some cleaned up Superfund sites are presenting a unique
opportunity for development of soccer fields. EPA's Superfund
Redevelopment Initiative (SRI), the U.S. Soccer Foundation and
communities are working at Superfund sites to turn this opportunity into
a reality. This webinar will share the stories of several Superfund
sites from around the country that have been successfully redeveloped
into soccer fields and how this transformation was accomplished. The
U.S. Soccer Foundation, which has supported the reuse of Superfund sites
as soccer fields across the Country, will share information on the
webinar about resources available to communities looking to develop
soccer fields. EPA will conclude the webinar by sharing tools and
resources available to communities to think about future use of sites,
including use as soccer fields, in the context of cleanup and long-term
safety.

Contaminated former CTS site moves closer to condemnation

Asheville plant on Mills Gap Road to have the property condemned has
taken a step forward. A group of residents attended the June 21 meeting of the Buncombe
County Board of Commissioners and requested the condemnation. Action to
address the contaminated site — where a vacant plant once housed
chemical electroplating operations — has moved forward at a snail’s pace
over decades, residents say, as state and federal agencies analyze the

Gainesville, FL - Final Cleanup Plan Approved for Cabot Carbon/Koppers Superfund Site
Final Cleanup Plan Approved for Cabot Carbon/Koppers Superfund Site in Gainesville, Fla.
(ATLANTA – Feb. 2, 2011) A final cleanup plan, formalized in a document known as the Record of Decision (ROD), has been signed by EPA for the Cabot Carbon/Koppers Superfund Site in Gainesville, Fla. The ROD outlines how the Potentially Responsible Party (PRP) Beazer East will be required to address soil, sediment, groundwater and surface water contamination from the site. EPA will oversee the work to ensure all the cleanup goals are met and, once cleanup is complete, the site will be ready for reuse as commercial, industrial, recreational or mixed-use with a residential component.
EPA undertook a comprehensive four-year public involvement process that included over 22 opportunities for the public to provide input on the agency’s proposed plans, encompassing site tours, participation in City of Gainesville/Alachua County public meetings, public availability sessions and community interviews. The ROD reflects many changes made following receipt of input from the community, as well as the City of Gainesville, the Alachua County Environmental Protection Department, the Florida Department of Health and the Florida Department of Environmental Protection. PRP Beazer East has committed to work with local citizens and local government entities to redevelop the site.
To address off- and on-site contamination, the ROD specifies:
• Nearby residential and commercial properties where soil contamination is indentified will be cleaned up to the most conservative standard based on appropriate land use (e.g., residential properties will be cleaned up to meet stringent residential standards).
• The sediment from contaminated hot spots along Hogtown and Springstead Creeks will be excavated, removed and replaced with clean sediment, and the recovery of the creeks will be monitored.
• An impermeable engineered cap will be placed over the contaminated soil consolidation area on the site.
• A 65-foot deep vertical barrier wall will be installed below the engineered cap that will encompass the four source areas of contamination.
• Within the former Process Area and South Lagoon source areas, chemical treatment injections will be used that react with contaminants to reduce, encapsulate and solidify them.
• Within the North Lagoon and Drip Track Area source areas, subsurface soils will be mixed with a solidifying agent to a depth of 65-feet to prevent contaminants from leaching into groundwater.
• In the deeper portions of the Hawthorn Aquifer, chemical treatment will be used to render contaminated groundwater harmless.
• In the Upper Floridan Aquifer, where Gainesville’s drinking water is withdrawn, contaminated groundwater will be pumped, treated and discharged into the Gainesville Regional Utility wastewater treatment plant.
• Additional monitoring wells will be installed throughout the Upper Floridan Aquifer and sampled regularly to effectively monitor conditions within the aquifer. Should conditions change, additional containment and treatment of contaminated groundwater will take place.
• A minimum of two feet of clean soil will be placed over all impacted soils on the property to prevent direct contact and support reuse.
The Cabot Carbon/Koppers Site included the Koppers Wood Treating Company, located at 200 NW 23rd Avenue in Gainesville that operated from 1916 until 2009. During its operation, the facility treated utility poles with creosote, pentachlorophenol and copper-chromated arsenic.
The ROD and the Administrative Record, a compilation of documents which form the basis for EPA’s selection of the remedy, will be made available through the Information Repository for the site at the Alachua County Public Library, 401 E. University Avenue in Gainesville.
