Brownfield
redevelopment professionals have long
promoted
the many economic, social and
environmental
benefits of cleaning up and redeveloping
brownfields. Job creation benefits
associated with brownfields
redevelopment is a
key selling point for public funding for
these
projects, especially in the current
economy with
persistent high unemployment
rates. In this webinar, speakers will
offer their perspectives on several
programs
that track jobs associated with
brownfields
clean-up and redevelopment. The EPA
requires
brownfields program grantees to record
job
numbers in their grant reporting, and it
maintains the Assessment, Clean-up and
Redevelopment Exchange System (ACRES)
database
to aggregate this information. The
Economic Development Administration at
the
Department of Commerce is an important
funding
source for brownfield redevelopment
projects,
and it requires information on jobs in
funding
applications. The program also tracks
job
creation three, six and nine years after
funding
is awarded, and brownfields projects can
be
tracked separately. At the state
level, programs like Florida’s
Brownfield
Redevelopment Bonus Tax Refunds program
provide
tax refunds for full-time equivalent
jobs
created on brownfield redevelopment
sites. In Florida, information on job
creation and capital investment is
tracked in
order to demonstrate the program’s
value.
